How to switch Cloud Account Administrator in IAM?

We would like to change the Cloud Account Administrator in IAM. I couldn't find anything in the documentation here. This other info appears to be outdated

Ultimately, we need to change the welcome email to reach out to someone else. Anyone have any insight? Thanks
