Unable to search Team Time Cards (Redwood) consistently

Summary:

We are unable to search in Team Time Cards in Redwood consistently. It seems to be a hit or miss when we search for employees. When using the department filter we can only search within a small number of departments even though we have a lot more.

We enabled Redwood T&L in a test environment. We are finding the search functionality temperamental.

1. Users with the same admin access cannot pull up employees. We can see in the responsive UI pages that the employee has timecards.
2. The filters also seem to have a mind of their own. For example, we can only apply the search filter for a handful of departments even though the users have no limitations on the departments they can see.
